듯 attaches after the adnominal form (-ㄴ/은) of a verb/adjective, meaning 'seems like…'. 멍청한 듯 = seemingly foolish. The second half uses -는 for contrast: my tone is foolish, but my body is sexy.
Pattern: [verb/adj + -ㄴ/은] + 듯 = seems like…

까고 말해 (idiom: speak frankly)
까고 말해
까다 (peel open) + -고 + 말해 (say) = 'say it with everything peeled open'. 까놓고 말해(서) is the idiom 'to speak frankly / let's be real'. Right before the chorus: instead of hiding, lay your truth bare. In speech, 까놓고 말해서 = frankly speaking.
Pattern: [verb] + -고 + 말하다 = just say it / be frank
Example: 까고 말해 (say it straight) / 까놓고 말해서 (frankly speaking)
-는 (topic) + -야 (emphatic 'it is')
변태는 너야
-는 marks '변태' as the topic up front; 너 (you) + 이야 contracts to 너야 = 'it's you'. The song's sharpest retort: it flings the 'naked = pervert' label back at the audience — the pervert is you, not me.
